MISSING_COMPONENT : oracle.developer.reports.core, 10.1.2.3.0 EBS R12

I received  an Incident from one of our customer that they are not able to apply patch on 10.1.2 (Developer) Oracle Home for their recently cloned EBS R12 Instance. The command "opatch lsinventory is working fine when trying to apply the actual patch then its failing for "MISSING_COMPONENT : oracle.developer.reports.core, 10.1.2.3.0". Though component is included in the Inventory.

This Oracle Home does not have components/versions required by the patch.

After troubleshooting multiple areas I have noticed that location of local and global Inventory was pointing to the same location.
Oracle Home           : /oradev/R12_app/apps/tech_st/10.1.2
Oracle Home Inventory : /oradev/R12_app/apps/tech_st/10.1.2/inventory
Central Inventory     : /oradev/R12_app/apps/tech_st/10.1.2/inventory
   from               : /etc/oraInst.loc


Solution:

>> copy the local/central inventory to some different location and update the same location in "/etc/oraInst.loc" file.

>> Try to apply patch again it should complete without any Issues.

I face this Issue on Oracle EBS R12.1.3 running on IBM-AIX 6.1. This Issue might be applicable on different versions/environments.
